Peter is the Transperth Contract Manager, Infrastructure and Systems within the Public Transport Authority of Western Australia. He has extensive experience in the public transport industry and over the past 25 years has led the development of many strategic systems including route information management, smart card ticketing, real time tracking, traffic signal priority and dynamic stand management systems. He has responsibility for the management of all Transperth’s bus depot, bus station and ferry assets and contract manages a diverse range of contracts including facility management, property management, security services, system development, ferry services, passenger information services, third party advertising and regional town bus services. He also project manages the acquisition, construction and redevelopment of bus depots and bus stations and is currently leading the development and upgrade of several new and existing bus depots to facilitate the transition of Transperth’s bus fleet to electric buses.

With over 25 years commercial experience Kim has been involved with Victoria’s public transport network since 2016. Overseeing the State’s public bus and ferry networks, Kim is accountable for all operator, infrastructure and maintenance contracts with a combined investment portfolio worth $13 billion. Kim has been instrumental in partnering with industry to transform management of the State’s bus contracts, including successful introduction of performance based contracts in 2018 and transition of the $2.3 billion metropolitan bus franchise in January 2022. As a key contributor in developing Victoria’s Bus Plan, a critical strategy that will see generational change in delivering a more efficient, greener and modern bus network, Kim’s passion is working with industry and community to improve public transport amenity. Kim also led the State’s transport response during the COVID State of Emergency and more recently as Chief, Metropolitan Transport managing the response and recovery of the metropolitan road network following the October 2022 floods. Prior to joining the Victorian public service, Kim held board advisory and senior leadership roles in federal government and the private sector across aviation, construction and community services.

Judith’s core discipline is in transport, in particular operations, customer service delivery and change programs, spanning 30 years. She has worked
in private and public companies across heavy rail, buses and light rail in the UK and throughout Australia.
Judith’s main focus has been to successfully lead teams through change and delivery, including customer and business reforms as well as operationalisation of major infrastructure projects, such as the Regional Rail Link in Victoria. In her current role of Executive Group Manager of Transport Canberra, Judith is responsible for leading the teams managing the light rail PPP, Canberra bus operations and public transport planning and delivery, which includes major projects such as the Zero-Emission Transition Plan for Transport Canberra and a new next generation ticketing system, as well as the strategic planning for future transport including light rail and public transport growth.

Liz Ward is the Executive Director, Public Transport Contracts and Partnerships at Transport for NSW and is responsible for the commercial management, service delivery, performance and service improvement outcomes for Bus, Ferry and Light Rail Contracts in Greater Sydney with an annual budget of over $2b.
Liz has over 30 years’ experience as a CEO, senior executive and strategic advisor across these sectors. She has specific experience in change management, business development, industrial relations, contract management, stakeholder engagement, service delivery and mergers and acquisitions.
She has extensive operational, contracting and commercial expertise gained across a diverse range of industries including large-scale infrastructure, logistics, transport, fisheries, computer technology and telecommunications across Asia Pacific.
She has a strong Trans-Tasman track-record of growing revenue, transformation and financial strategy execution in both countries and has had success in restructuring operations, improving customer experience of complex organisations.

Jon Whelan is the Chief Executive for the Department for Infrastructure and Transport with over 35 years of extensive experience with the Department. He is passionate and committed to serving South Australians through the provision of valuable social and economic infrastructure, and service delivery.
His diverse responsibilities include setting strategy and policy, implementing programs, projects, initiatives, service delivery, and driving improved performance.
Jon is the Rail Commissioner and Commissioner of Highways, with responsibility for ensuring well-connected and customer focused services are delivered safely, efficiently, and sustainably, and our road network is improved and maintained.
The Department is responsible for the delivery of $7.8 billion investment in transport infrastructure and $5.5 billion for social infrastructure projects, over the next four years.
Jon is committed to fostering collaborative relationships with industry and key stakeholders and ensuring as many South Australian businesses as possible can be involved in State Government infrastructure projects.
