Dean Moule is the National Technical Manager for the Bus Industry Confederation (BIC). Dean has over 37 years’ experience in the automotive industry, specifically specialising in buses. His manufacturing, service, engineering and product development experience stems from his time at Ansair (former bus bodybuilder), Mercedes-Benz Bus and Volvo Buses. Dean spent 11 years focusing on electromobility –­ hybrid and full electric – including developing training, chassis and body design, product introductions and specifications. During his tenure at Volvo Buses, he was the Director of Product and Electromobility, which involved the global launch of the BZL Electric City Bus in Australia and Southeast Asia. Dean previously assisted the Bus Industry Confederation between 2014-2020, liaising on new legislation and industry initiatives such as thermal safety protection

Michael Hopkins brings significant expertise in transport reform to his role as both the National Transport Commission (NTC) CEO and as an NTC Commissioner. Michael is focused on delivery of NTC work program, the provision of robust and independent evidence-based advice to Australia’s transport ministers and engaging with our many stakeholders. As a leader Michael is driving change at the NTC, focusing on staff engagement and ensuring the NTC is a great place to work. He has previously been an Executive Leader at the NTC driving the organisation’s work program, the delivery of reforms and the Commission’s relationship with its partner governments.

Brendon Buckley is the Assistant Secretary for Transport Accessibility and Future Fuels. Brendon’s responsibilities in this role include, progressing the government’s commitments to support a domestic low carbon liquid fuel industry, supporting the work of the Australian Jet Zero Council, progressing the government’s commitments to support a domestic low carbon liquid fuel industry, and supporting the work of the Australian Jet Zero Council.

Mark Fryer is Director, Product, Industry and Electromobility APAC for Volvo Buses, where he is responsible for product, industry engagement and electromobility across the Asia Pacific region, leading a team of dedicated compliance managers, engineers and bodybuild experts. Mark brings more than two decades of hands-on industry experience to the role. Before stepping into his current position in 2023, he held senior engineering and bodybuild leadership roles across Volvo Buses and Volgren, having begun his career as an auto electrician. That depth of technical and manufacturing experience underpins his practical, grounded perspective on the future of bus safety and design.

Anna Ställberg is Regional People Transport Director for Asia & Oceania at Scania. She brings extensive experience across Scania Bus & Coach, including product management and e-mobility sales. Drawing on her global experience, Anna works with Scania teams and customers across the region to apply international insights to local transport needs and support the shift to more sustainable mobility. She has closely followed the development of electric buses and believes that creating sustainable transport systems requires a broad view of sustainability and innovation at every scale.

Jim Modrouvanos is the Chief Investigator and CEO of the Office of Transport Safety Investigations (OTSI), appointed in August 2024. With qualifications in engineering and public administration, Jim brings over 35 years’ experience across the transport sector, including senior leadership roles spanning operations, engineering, asset management, safety, freight and transport regulation. Jim is focused on working with industry to develop practical solutions that improve safety and operational outcomes. He recognises the pressures operators face in delivering safe, reliable services every day and believes that when things go wrong, there is an opportunity to understand why and prevent recurrence. Under Jim’s leadership, OTSI conducts independent, no-blame investigations which look beyond immediate causes to identify systemic issues and opportunities for improvement. Jim values OTSI’s ongoing collaboration with the bus industry to share lessons, strengthen safety practices and support practical safety and standards reform.

Tony Hopkins is the Chair of the Bus industry Confederation and Chief Executive Officer, Regional Australia Division of ComfortDelGro Corporation Australia (CDC), one of the country’s largest urban, school, and charter bus operators and part of the international ComfortDelGro group. A transport, tourism, and logistics expert and bus industry veteran of 40 years, Tony has delivered comprehensive passenger transport solutions for some of Australia’s most renowned bus brands including Greyhound and Buslink VIVO. He has served as a chair, president, vice president and committee member on the executive of various state and national industry associations for the past 14 years including the Bus Industry Confederation (BIC), Australian Public Transport Industry Association (APTIA), Queensland Bus Industry Council (QBIC) and the former National Heavy Vehicle Regulator (NHVR) Taskforce. Tony is an active contributor to the community and wider industry, lobbying state, and federal governments to create improvements for with various bus operators across the country. Tony’s lifetime commitment to the bus industry was recognised in 2021, when he was presented with QBIC’s Outstanding Achievement Award. The same year, his division was honoured with the QBIC Environmental/Innovation Award, as well as a High Commendation in the 2021 NSCA Foundation/GIO National Safety Awards of Excellence.

Anita Langford leads the Road Vehicle Regulation Division within the Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts. The Division oversees the first supply of road vehicles to the Australian market, including the development and administration of the Australian Design Rules, the New Vehicle Efficiency Standard Regulator, and policy for connected and automated vehicles. With more than 30 years' experience across government, including 15 years in senior leadership roles, Anita brings extensive expertise in regulatory policy and operations. She has held senior positions across the Australian Public Service, leading nationally significant regulatory functions spanning transport security, transport safety and customs compliance. Anita is particularly interested in how governments and industry can work together to deliver efficient and future-ready transport systems that support productivity, safety and community mobility.

Nicole Rosie joined the National Heavy Vehicle Regulator (NHVR) as Chief Executive Officer in June 2025 and brings over 20-years’ experience in Chief Executive and senior management roles across the public and private sector. Passionate about making a difference, Nicole has been drawn to roles that link economic success with care for people. As a natural system thinker and integrator, Nicole’s career has been focused on aligning interests across systems, organisations and the public and private sector to support a flourishing society that looks after all people now, and for future generations. Since moving to Australia in 2025, Nicole has joined the Queensland Ministerial Freight Council at the invitation of the Queensland Transport Minister and completed an AICD Company Director’s course. Prior to joining the NHVR, Nicole served as the Chief Executive of New Zealand Transport Agency (NZTA) Waka Kotahi. Nicole’s experience also includes three years as Chief Executive of WorkSafe, New Zealand (NZ National Health and Safety Regulator) and senior executive roles in Fonterra, KiwiRail/Toll NZ, Vector and Fletcher Challenge Forests. Over her five-year period in the NZTA role, NZ saw significant changes in transport priorities with three government policy statements on transport and significant pivots in transport priorities. Transformation changes were also made in the regulatory, safety and digital functions of NZTA with modern platforms put in place to manage pricing, tolling, public transport and network management and utilisation. Through her period in the role, NZ also saw improvements in transport safety and a reduction in national emissions transport emissions with NZTA leading the implementation of government transport decarbonisation initiatives such as the clean car scheme. Nicole has a Master of Public Health in law and public health from Harvard University, which she attended as a NZ Fulbright scholar. A Master of Law from Auckland university jointly supervised by the medical and law schools and Law and Arts degrees from Otago university.
