Dean Moule is the National Technical Manager for the Bus Industry Confederation (BIC). Dean has over 37 years’ experience in the automotive industry, specifically specialising in buses. His manufacturing, service, engineering and product development experience stems from his time at Ansair (former bus bodybuilder), Mercedes-Benz Bus and Volvo Buses. Dean spent 11 years focusing on electromobility –­ hybrid and full electric – including developing training, chassis and body design, product introductions and specifications. During his tenure at Volvo Buses, he was the Director of Product and Electromobility, which involved the global launch of the BZL Electric City Bus in Australia and Southeast Asia. Dean previously assisted the Bus Industry Confederation between 2014-2020, liaising on new legislation and industry initiatives such as thermal safety protection

Michael Hopkins brings significant expertise in transport reform to his role as both the National Transport Commission (NTC) CEO and as an NTC Commissioner. Michael is focused on delivery of NTC work program, the provision of robust and independent evidence-based advice to Australia’s transport ministers and engaging with our many stakeholders. As a leader Michael is driving change at the NTC, focusing on staff engagement and ensuring the NTC is a great place to work. He has previously been an Executive Leader at the NTC driving the organisation’s work program, the delivery of reforms and the Commission’s relationship with its partner governments.

Mark Fryer is Director, Product, Industry and Electromobility APAC for Volvo Buses, where he is responsible for product, industry engagement and electromobility across the Asia Pacific region, leading a team of dedicated compliance managers, engineers and bodybuild experts. Mark brings more than two decades of hands-on industry experience to the role. Before stepping into his current position in 2023, he held senior engineering and bodybuild leadership roles across Volvo Buses and Volgren, having begun his career as an auto electrician. That depth of technical and manufacturing experience underpins his practical, grounded perspective on the future of bus safety and design.

Nicole Rosie joined the National Heavy Vehicle Regulator (NHVR) as Chief Executive Officer in June 2025 and brings over 20-years’ experience in Chief Executive and senior management roles across the public and private sector. Passionate about making a difference, Nicole has been drawn to roles that link economic success with care for people. As a natural system thinker and integrator, Nicole’s career has been focused on aligning interests across systems, organisations and the public and private sector to support a flourishing society that looks after all people now, and for future generations. Since moving to Australia in 2025, Nicole has joined the Queensland Ministerial Freight Council at the invitation of the Queensland Transport Minister and completed an AICD Company Director’s course. Prior to joining the NHVR, Nicole served as the Chief Executive of New Zealand Transport Agency (NZTA) Waka Kotahi. Nicole’s experience also includes three years as Chief Executive of WorkSafe, New Zealand (NZ National Health and Safety Regulator) and senior executive roles in Fonterra, KiwiRail/Toll NZ, Vector and Fletcher Challenge Forests. Over her five-year period in the NZTA role, NZ saw significant changes in transport priorities with three government policy statements on transport and significant pivots in transport priorities. Transformation changes were also made in the regulatory, safety and digital functions of NZTA with modern platforms put in place to manage pricing, tolling, public transport and network management and utilisation. Through her period in the role, NZ also saw improvements in transport safety and a reduction in national emissions transport emissions with NZTA leading the implementation of government transport decarbonisation initiatives such as the clean car scheme. Nicole has a Master of Public Health in law and public health from Harvard University, which she attended as a NZ Fulbright scholar. A Master of Law from Auckland university jointly supervised by the medical and law schools and Law and Arts degrees from Otago university.
